In compliance with the Order of the Government of the Russian Federation dated September 25, 2009 №1353-p construction of the Baltic Nuclear Power Plant in the territory of the Kaliningrad oblast should be carried out through attraction of Russian and foreign investors.

The Baltic NPP is unique as it is the first project of this kind in Russia to which a private investor will be admitted.

The Baltic Nuclear Power Plant is a necessary source of electric power for the Kaliningrad oblast and a potential supplier for Baltic countries to start from 2017. The Baltic NPP is situated in the Kaliningrad oblast 10 km off the town of Neman and 15 km off the border with Lithuania. The plant consists of two units with the total power of 2300 MW.

On June 09, 2010 there was established Baltiiskaya NPP OJSC as a special purpose entity in order to ensure – together with Rosenergoatom Concern OJSC – financing of construction of the Baltic Nuclear Power Plant with participation of investments, including foreign ones. The major company activities are as follows:

· Performing investor functions in compliance with the Russian laws for construction of facilities of nuclear or electric power industry, or other facilities;

· Issuing activity;

· Providing – together with Rosenergoatom Concern OJSC – financing of construction of the Baltic Nuclear Power Plant with participation of investments, including foreign ones.

According to resolutions of the State Corporation ROSATOM and the founder of Baltiiskaya NPP OJSC – Rosenergoatom Concern OJSC – the ultimate owner (proprietor) of the assets complex of the Baltic NPP shall be Baltiiskaya NPP OJSC. By Decree of the President of the Russian Federation dated November 11, 2012 №1512 Baltiiskaya NPP OJSC has been included in the list of Russian legal bodies entitled to own nuclear facilities.

Currently the State Corporation ROSATOM, Rosenergoatom Concern OJSC, together with INTER RAO UES JSC and Baltiiskaya NPP OJSC complete the development of legal relations structure for purposes of implementation of the Baltic Nuclear Power Plant construction project.

The main objective of Baltiiskaya NPP OJSC in 2013 is to ensure preparation and approval by parties concerned of analytical materials and documents necessary for financing the Baltic Nuclear Power Plant construction project by investors, loan raising and further Project implementation pursuant to the tasks set.
